For independent travel, you can buy a bus ticket to Ha Long City ($3, 4 hours). Hoang Long Express and Viet Thanh runs every half hour or shorter from My Dinh station to Ha Long. From Ha Long city you need to get to the pier and hop on one of the available boats.
