This fare is inclusive of all taxes and fuel costs, though no meals is included during the 3 hours flight time.
The booking period is from July 4th to July 12th, and travelling period from July 11 to August 25. However, due to the limited seats on sale, you can only nail down the deal by booking well in advance.
